Traceability

The Ministry of Primary Industries (MPI) has to recognize all the skin and pelt suppliers.

The Ministry of Primary Industry is the New Zealand government department that sets standards and makes sure primary production, exports of meat, and other animal byproducts work in accordance with the requirements.

Traceability is substantially increased by new programmes like NAIT, which are also continually enhanced.

NZ Farm Assurance Programme

The sheep, beef, and deer farms are audited and certified under the NZ Farm Assurance Programme. The certification allows the exporters to maximize the product eligibility for various customers and also helps meet the requirements of domestic regulatory compliance.

Customers are interested in the origin and traceability of the food they purchase, and they have faith that the methods used in its production fit their standards. Products that are both safe to eat and produced ethically are becoming more and more in demand. Buyers are responding to this customer demand by requiring that their suppliers achieve certain production requirements.

The NZ Farm Assurance Programme was established to reassure customers that farms in New Zealand must meet a minimum quality standard.

Animal Status Declaration (ASD or eASD)

An ASD is a mandatory legal document that guarantees animal traceability and is required to be transported with all the live animals in New Zealand. ASDs are essential (see also ASD summaries):

  • To transfer important animal welfare information related to stock.
  • For information on post-mortem and ante-mortem examinations at the processing facility.
  • Essential to figuring out export eligibility
  • Strengthens the government's department to sign export certification.

All livestock being transferred for slaughter must be accompanied by a properly filled-out ASD form.

“Eligibility Document” (ED)

"Eligibility Document" (ED) that allows for the easy transfer of skins from the supplier's slaughterhouse to the fellmongery. Under the MPI authorized premises numbers (“Export Approved Premises”), meat processors grant EDs to skin processors.

The certificate for export is given in combination with the exhaustion of EDs. The skin will be exported under MPI certification ("Certificate for Hides and Skins exported to India") or "Certificate for Hides and Skins exported from New Zealand" according to the destination.

100% New Zealand origin

The "Certificate of Origin" provided by the Government Chamber of Commerce New Zealand, gives evidence that the animals are of 100% New Zealand origin.

The "Certificate of Origin" and the "Certificate for Hides & Skins exported to India" (or "from New Zealand" as applicable) are both components of the export documentation that must be shown to import customs at the destination port to make it easier for the goods to be cleared into the country.

For each shipment, MPI officials issued a health or veterinary certificate.

NAIT (National Animal Identification and Tracing Act)

The partnership between the beef, deer, and dairy industries and the Ministry for Primary Industries (MPI) in order to form NAIT Ltd. OSPRI New Zealand Ltd.'s subsidiary NAIT Ltd. It is currently being used on all bovine and deer.

The National Animal Identification and Tracing Act 2012 aims to create a system for tracking and identifying animals that:

  • It allows immediate and accurate tracing of particular animals from birth to death.
  • It provides information about the current location as well as the movements of a specific animal.
  • It enhances biosecurity administration.
  • It controls the risks to human health that occur from food-borne diseases, animal-to-human disease transmission, and also from residues in food.

The NAIT system has four main factors:

Biosecurity
When an exotic disease outbreak or biosecurity incursion occurs, New Zealand can respond by tracking suspect or infected livestock and identifying, prioritizing, and treating suspect or infected animals.

Food safety
New Zealand provides assurance to local and international markets related to food safety requirements and the product integrity through the traceability of livestock and the linked property of origin.

Market assurance and access
New Zealand gives assurance to both local and international markets and customers of the quality that is linked with livestock product integrity, for which traceability is a clear necessity.

Animal health surveillance
